Every puppy deserves the best start in life. But across the UK, the rules designed to protect breeding dogs and puppies are not being enforced consistently. Our research has found serious gaps in how local authorities monitor, inspect and act on dog breeding licences. In some areas, councils are taking their responsibilities seriously. In others, weak enforcement risks allowing poor welfare, illegal breeding and irresponsible sellers to continue unchecked. That is why FOUR PAWS UK is calling for stronger, more consistent enforcement of dog breeding licensing - and asking supporters to urge their local councillors to become champions for puppies.

WHAT OUR INVESTIGATION FOUND
- Inconsistent inspections
Not all licensed breeders are subject to the same level of scrutiny. - Complaints not always followed up
Concerns about licensed and unlicensed breeders are not always investigated in person. - Weaknesses in enforcement
Improvement notices, suspensions and revocations appear to be used inconsistently. - A lack of transparency
Members of the public can struggle to find clear information about licensed breeders in their area.
WHAT NEEDS TO CHANGE
We need a licensing system that protects dogs - not just paperwork
FOUR PAWS UK is calling for dog breeding licensing to be strengthened so that councils have the clarity, resources and confidence they need to act.
We want to see:
- More consistent inspections of licensed dog breeders.
- Stronger follow-up of complaints, especially where illegal breeding is suspected.
- Better use of enforcement powers, including improvement notices, suspensions and licence revocations where welfare standards are not met.
- Clearer national guidance so councils are not left to interpret the rules alone.
- Proper training for licensing officers responsible for animal welfare licensing.
- Greater transparency, including accessible public lists of licensed breeders.
The aim is simple: every dog breeding licence should mean something.
TAKE ACTION
Ask your councillors to stand up for puppies
Local councillors have real influence over how dog‑breeding laws are enforced. They can question decisions, challenge weak policies, push for proper resourcing and champion stronger welfare standards.
By contacting your councillors, you help put puppy welfare firmly on the agenda where it counts, right at the heart of local decision‑making.
THE BIGGER PICTURE
Weak licensing enforcement does not happen in isolation. It is part of a wider puppy trade problem that includes illegal breeding, misleading online adverts, imported puppies, poor traceability and sellers who put profit before welfare.
FOUR PAWS UK is working to protect puppies at every stage - from breeding and sale to online advertising and public awareness.
