Every puppy deserves the best start in life. But across the UK, the rules designed to protect breeding dogs and puppies are not being enforced consistently. Our research has found serious gaps in how local authorities monitor, inspect and act on dog breeding licences. In some areas, councils are taking their responsibilities seriously. In others, weak enforcement risks allowing poor welfare, illegal breeding and irresponsible sellers to continue unchecked. That is why FOUR PAWS UK is calling for stronger, more consistent enforcement of dog breeding licensing - and asking supporters to urge their local councillors to become champions for puppies.
