PROGRESS FOR PUPPIES

Tabled by Danny Chambers MP, and officially backed by the Government, the Animal Welfare (Import of Dogs, Cats and Ferrets) Bill is set to make waves for animal welfare. 

This vital piece of legislation will ban the import of heavily pregnant dogs and cats, puppies and kittens under six months old, and animals that have undergone cruel mutilations such as ear cropping. This Bill is fast making progress through Parliament, and has its Third Reading in the House of Lords on 21 November 2025. We trust the Lords will act swiftly to pass this much needed legislation to protect thousands of vulnerable animals from the exploitation involved in this cruel trade.

Meet the puppies exploited in this trade

CASE STUDY ONE
Offered to unsuspecting families out of a car along with two siblings, this eight-week old Yorkshire Terrier puppy was too young to have been legally be transported into the UK. 
CASE STUDY TWO
These puppies were found at just weeks old, huddled together during an investigation into the illegal puppy trade in Romania.  Incorrect information was given about the age that vaccinations were required - putting them and others at grave risk.
CASE STUDY THREE
These puppies were found during a FOUR PAWS investigation. They were too young have been imported and had no vaccinations against rabies - a legal requirement for puppies entering the UK. A lack of vaccinations puts them at risk, and others too, from potentially fatal diseases.


THE CROSS-BORDER PUPPY TRADE

Puppies bred in appalling conditions often subjected to mutilations like ear cropping, which are illegal in the UK, torn away from their mothers, far too young usually unvaccinated.

These puppies, and heavily pregnant dogs are transported across Europe, often sedated, dehydrated and without breaks. By exploiting loopholes in our own laws puppies are being smuggled into the UK to be sold to unsuspecting British families, many are sick and die soon after due to the trauma suffered. Danny Chambers MP’s Bill seeks to close these loopholes and crackdown on this appalling exploitation.

What will this Bill do? (click to reveal)

  • Tackle the import of underage animals by prohibiting the import of puppies and kittens under six months old, reducing suffering and simplifying enforcement.
  • Ensure unnecessary mutilations are finally a thing of the past by prohibiting the import of mutilated dogs and cats for example those that have been declawed, had their tails docked or ears cropped. Simplifying enforcement of animal welfare standards in the UK.
  • Clamp down on the smuggling of puppies and kittens into the country disguised as family pets by limiting the number of dogs, cats and ferrets imported per vehicle (five) and per person (three)
  • Improve accountability by ensuring that dogs, cats and ferrets must be brought in by the owner or an authorised person.
