Scandal: ASPA is still killing stray dogs
Although both the catching and the killing of stray dogs has been illegal in Romania since June 20th, the Bucharest Animal Protection Authority, ASPA, is still catching and brutally killing stray dogs on the streets of Bucharest.
Now in the latest shocking incident involving ASPA, the organisation's head, Răzvan Băncescu, has been caught on film punching and kicking a young female animal lover in Bucharest, who was trying to defend stray dogs from being caught and killed. The act was recorded by an eyewitness and has received widespread attention across the major media in Romania.

FOUR PAWS files legal complaint against ASPA
In response, FOUR PAWS has filed a legal complaint against ASPA management, represented by Răzvan Băncescu and Bogdan Treeroiu, for ignoring the Court of Appeal ruling, a complaint which also refers to abuse of authority, embezzlement and unlawful killing of animals.
“There are no legal loopholes. Killing of stray dogs is illegal. Băncescu has brutally killed stray dogs; he has punched and kicked an animal lover so that she needed medical attention. This man is a public danger said Gabriel Paun, Director of Campaigns at FOUR PAWS. “Such behaviour does not portray the public authorities positively. ASPA’s activities are paid for using public money and it is a scandal that the police and the Mayor of Bucharest support violence and breaking of the law in this way. FOUR PAWS cannot tolerate this, so we are taking legal steps.”
FOUR PAWS is appealing to Romania’s officials
Following the decision of the Appeal Court of Bucharest, the legal framework for the killing of stray dogs was suspended. Thus, the law cannot be applied. FOUR PAWS is appealing to all the city halls and the institutions to respect the decision of the Romanian justice system.
